First and foremost, I welcome you to Sarawak Land Consolidation and Rehabilitation Authority (SALCRA) Official Website.

SALCRA was established as a State Government of Sarawak statutory body vide SALCRA Ordinance 1976. Its establishment was part of Sarawak Government’s development strategies to improve the socio-economic well-being of the people (rakyat), particularly rural communities through its large scale agriculture development or land development programme.

Although empowered by the Ordinance 1976 to develop all classes of land as defined by the Sarawak Land Code (Cap 81), SALCRA focuses on developing Native Customary Rights (NCR) land. The rationale is, the NCR owners although ‘rich’ in land but socio-economically lag behind mainstream development (especially prior to 1990s) as the land is not intensively use other than subsistence farming. Insufficient basic infrastructure, remote and scatteredness, and difficulties to get credit facilities limits the NCR owners ability to develop on their own. Under such situation, it is also not attractive to private investment.

SALCRA adopts in-situ development concept by synergising the resources of the Government (management, fund and expertise) and the people (land and able-bodies). There are two (2) key policies adopted by SALCRA in its development programme. Firstly, development of land by not jeopardising the owner’s right. This means all lands participating in the development shall be issued with land title under Sarawak Land Code. Secondly, any balance of monies from the sale of produce of the develop land after deducting related expenditures (direct and indirect) and reserves shall be paid in full to the programme participants (popularly known as ‘dividen’ among participants).

As Sarawak is pursuing to be a Developed State by 2030, SALCRA will play an important role to implement development programmes planned by the Government. Specifically, in the areas of rural transformation, modernisation and commercialisation of agriculture sector with the ultimate aim to increase income and disparity between rural and urban.
