Establishment
The idea to setup SALCRA came during the Mid-Term Review of the Second Malaysia Plan (1971-1975), when the Government of Sarawak decided to form another statutory body with the objective of developing and managing NCR land. It was thought that development of NCR land is an appropriate strategy to bring about socio-economic development to the rural areas, hence, enabling the participation of rural communities into the mainstream of Sarawak’s development.

Sarawak Land Consolidation and Rehabilitation Authority (SALCRA) was officially established on 1st May 1976, as a Government Statutory Body under the Sarawak Land Consolidation and Rehabilitation Authority Ordinance, 1976. The formation of SALCRA was to enable and assist the State Government in achieving the objectives of the New Economic Policy (NEP), particularly concerning the eradication of poverty.

Objectives
1. To raise long term productivity and optimum utilization of NCR land by
developing and managing the development of such land which
are hitherto underutilized, unutilized or undeveloped.
2. To create employment opportunity in the agriculture sector
3. To provide a reasonable standard of living to the rural population
through stable and improved level of income on sustainable basis
4. To improve the quality of rural life through provisions on upgrading
the basic social amenities and facilities
