The State Government of Sarawak has always advocated a well-balanced urban and rural development to benefit its people. One of the Government’s most effective strategies was the thoughtful and systematic development of Native Customary Rights (NCR) land on a commercial basis, implemented through Sarawak Land Consolidation And Rehabilitation Authority (SALCRA). SALCRA functions to aid with the rural community development in Sarawak, by developing idle native lands into productive agricultural ventures, which has raised the economic status of the native communities dwelling in rural areas.

Through land rehabilitation, promotion of various agriculture development projects, and the implementation of schemes for improvement, the development projects are carried out within the boundaries of these rural communities. Members of these rural areas contribute their land, whilst SALCRA provides the expertise and funding. Today, SALCRA’s core business encompasses the management of NCR land for oil palm plantations. Since the establishment of the first oil palm estate in Lubok Antu in 1976, 19 more estates have sprung up, covering more than 51,000 hectares of land area stretching from Lundu to Bau, Serian, Sri Aman, Betong and Saratok.

By combining manual, mechanization and integration of cattle and agriculture, SALCRA has formulated systems that have maximised productivity and efficiency, greatly reducing labour dependency, creating an environmental management system that both is efficient and cost-effective.

Palm Oil Mills

Saratok Palm Oil Mill Sdn. Bhd. (SAPOM), Serian Palm Oil Mill Sdn. Bhd. (SEPOM) and Bau Palm Oil Mill Sdn. Bhd. (BAPOM) have a performing capacity of 60 metric tonnes per hour. As with LAPOM1 and LAPOM2, the core businesses for all these Palm Oil Mills are to process fresh fruit bunches (FFB) from Oil Palm Estates in Saratok, Serian and Bau, as well as to market oil palm products.

SALCRA Jaya Sdn. Bhd. (SJSB) is a wholly-owned subsidiary company of Sarawak Land Consolidation And Rehabilitation Authority (SALCRA), established under the Companies Act, 1965.
SJSB was incorporated as part of SALCRA’s expansion and diversification programme. Backed by SALCRA’s resources, vast experience and skills in plantation management and related business, SJSB is capable in providing and managing a wide range of activities, expertise and services in the plantation sector.

Sarawak Fertilizer Sdn. Bhd.

Sarawak Fertilizer Sdn. Bhd. (SFSB) was incorporated in 2005 and it is the first compound fertilizer plant in Sarawak. Its factory is located at Kidurong Industrial Development Area (KINDA) in Bintulu. In 2011, SALCRA was approved by the State Cabinet to take over the company and the management to supply fertilizer requirement for all SALCRA's estates and for sales to third parties. Upon taken over the old factory facilities was demolished and a new NPK Compound fertilizer factory using the latest technology "Double Dryer Melted Urea (DDMU)" from China has build in 2016.

The factory has a designed capacity of 150,000 Metric Ton per annum (one line) and the rated capacity of 120,000 Metric Ton per annum. The new factory was completed in 2017 and started commercial operations on 1st August 2017. Amongst the list of SFSB major customers are SALCRA, Sime Darby, MaQtra International (M) Sdn Bhd, other private plantations and small holders. The factory is able to produce products are not only customize to oil palm alone also suitable for other plantation agriculture and cash crops including rubber, paddy, pepper and etc.

Our company is certified with Quality Management System QMS ISO9001:2015 and out product is certified with SIRIM MS49:1994 (Compound Fertilizer Ordinary Grade)

Balanced Scorecard (BSC) Programme

SALCRA launched the balanced scorecard (BSC) programme as a tool for Management to measure the overall performance of the organisation. A series of meetings and workshops have been initiated since September 2016 to facilitate the introduction and implementation of this programme.

The BSC programme was formulated in accordance with the Sarawak Government’s Transformation agenda to ensure that the Sarawak Civil Service remains relevant and responsive towards the changing environment and the needs of the people, and as part of the Sarawak Civil Service Action Plan 2010-2020.

Implementation Team

Led by the Strategic Management Team (SMT), with the General Manager of SALCRA playing the role of Advisor, the BSC programme’s implementation team consists of Members who are divided into four (4) strategic groups and two (2) supporting groups, namely Reporting Team and Communication Team.
