Development Concept
The approach adopted by SALCRA in its land development programme is on "in-situ" type of development, i.e, bringing projects to where there are already people instead of bringing people to projects.
Land Development under SALCRA's concept make use of the existing unutilised or under utilised lands for the benefit of landowners or claimants without jeopardising their rights of ownership or claim to such land. Implementation of projects are modeled in such a way that SALCRA will provide the funds, expertise and management, while the landowners or participants are to provide land and labour.

One of SALCRA’s policies in improving the quality of life of rural communities is by developing a Native Customary Right (NCR) land that has big potential in economic development through implementing an “in-situ” concept. The Ministry of Rural Development has given SALCRA the role to implement Aktiviti Ekonomi Tambahan (AET) through funding assistance given. This is to support economic development among our participants and also provide an alternative solution to our participants. AET is also one of the focus projects under 11MP, which is to increase average household income under the B40 group by providing funding for activities such as agricultural, poultry, and small medium enterprise. The objectives of the programme are as per details:
The selected participants of the project are our SALCRA landowners. To our surprise, many of our SALCRA landowners are being categorized as B40 group. From the Implementation and Coordination Unit (ICU), we have found out that a total of 278 SALCRA landowners is listed under eKasih.
Therefore, this group has become SALCRA’s focus group in the effort to eradicate poverty among SALCRA participants. Upon finding out the selected participants, a ground survey was conducted to observe and analyse more on the conditions of life of our participants.
Each participant will receive a maximum of RM 10,000 project assistance. Participants will be expecting full assistance for the project in terms of cleaning of the project spaces, equipment, inputs, seedlings and trainings. The project assistance will be comprised of new project or the existing project that has been done by the participants (depending on the type of project offered).
For the existing project, assistance will be given by adding in more fund to the project while the new project will be expecting a full assistance from top to bottom. The funding will only be given once for every project applied.
This project will be focusing on the short-term crop farming and poultry by optimizing lands own by our landowners. The type of short–term crop farming and poultry are stingless bees, pineapple and duck.

This project can benefit the landowners and SALCRA in many ways. This effort also shows SALCRA’s effort in winning our stakeholder support. Apart from that, SALCRA will also be the role model in helping to generate income and provide a business opportunity for the landowners.
